I'm afraid there is (currently) no public documentation on the actual processes run by Sun Update Connection.
As the patches are marked as "In Progress" and the host has been checking in, can you check if the patches require a reboot? This should be shown by an icon next to the patch synopsis.
Also check on the host if the patches have been downloaded to /var/sadm/spool directory.
We too are experiencing a similiar problem. All clients can initiate successfully a download and install via Update Manager, but when I try to initiate the update/download via update connection the jobs stay pending or in-progress for updwards of 10 days.
Web access to the wider internet is restricted through proxies, all clients are setup to use the proxy for outbound connections.
My question is this: Do the clients/update connection proxy need direct internet access (no proxy) to accept portal initiated patches?
Current clients are admins workstations, but I am hesitant to upgrade other systems to Solaris 10 until I can initiate the updates from the portal.

Yes, the patches have been downloaded and they are patches not requiring reboot. I specifically chose non-reboot patches for the testing.

No, the portal does not initiate patch processes , clients initiate patches, the client is the one that starts the 3 way handshake.
Clients can connect directly to the internet or through a proxy, or also through a sun update connection proxy.
