new user password problems on Solaris 9

When I create a new user on some solaris 9 systems, I'm having a problem with setting passwords. I'll create the password for the user, but it always comes back with an incorrect password when the user tries to log in or when I try to do an su to that user. I have tried several times and verified the password I am using.

Anybody have any ideas?
