how to stop a particular ip address from accessing telnet services

Take a look at tcpwrapper for limiting and logging telnet, ftp, ssh.... access. I think you can download it at www.sunfreeware.com, but you can find this wrapper with the google. Just a note: In the past if you were using solaris 8 it was necessary to use the version with ipv6 support to work properly, even if your network was ipv4.
