I take it when you are installing the 2 new dimms that you are putting them in the 2 free slots directly behind the currently installed dimms. If you are not, but are instead putting them in 2 of the 4 empty slots to the other side of the currently installed dimms, you will not see the new memory as you only have 1 CPU.
With regard to your current issue, I would make sure that the servers ALOM and OBP firmware(s) are up to date, then try again.
Another option would be to replace directly the 2 current dimms that you have with the 2 new ones and try and bring the server up on just the new dimms.
Where did you purchase the dimms from?
What are the part numbers you are using?
What does prtdiag -v show?
Are there are errors in the /var/adm/messages file(s)?
Are there any errors in the showlogs command from the ALOM?
Does the server pass diagnostics with the new dimms installed?

Note -OBP 4.13.2 requires that all DIMMs for a given CPU to are speed matched but allows the CPU0 DIMM group to be a different speed than the CPU1 DIMM group.
Are the 4 DIMMs on CPU0 the same speed?
The firmware appears to be up to date, so I would say as jds2n that the dimms and not speed matched.
I would say that you have 2 options here:
1. Return the dimms you purchased and get a set of dimms the same as the old ones in the server.
2. Purchase another set of dimms the same as the 1GB dimms you have just purchased.
