Buffer size of network card?

putting files in a server using ftp is fast 5000kbps but getting files from that server to another server/workstation is very slow 10 kbps.

Is there any option to increase the speed of the file transfer from that server...can anyone tell me how to increase the buffer size of network card..

any other suggestions.
