I want to globally add an application to all my user's applications menu...Is there a file/command to edit/run that I can do this?

You can do it using File Browser:
1) log in to JDS as root
2) open File Browser and type applications-all-users:/// in Location bar
3) after you hit Enter, File Browser will take you to the folder where the global menu is defined - you can start creating folders and launchers
