How to change charset?

Hello, I have one urgent problem that can not display some of chinese characters with asp page in portal server.

I browser asp page by Gateway and rewriter proxy, but only serval chinese characters can not display correctly, and display such as ?, the backend database is SQL/Server. But if browser it directly but not through gateway, it display correctly. I compared the correct and incorrect character by hex, they were different.

Can someone give me some advice to solve it.
