JatoSample samplecomponents.tld file not detected

When attempting to run the "Wizard-like" Data Entry sample app, the following error is returned:

Application Error

org.apache.jasper.JasperException: File"/WEB-INF/tld/samplecomponents/samplecomponents.tld" not found

The file appears to be in the indicated directory. Running under a local copy of S1AS on Windows XP.
