when you say, "I'm unable to send mails with attachment", do you mean that you get an error when you try to send such, or that the attachment does not show on the other end?

Have you tried a mailer other than Outlook?

Have you tried webmail?

Have you looked at the message sent in the mail store, to see if the attachment is actually there, as a MIME part?

Have you looked at the logs in the server, to see if there are any errors reported?

Does the size of the message in your inbox look large enough for such an attachment?

Reason I ask all these questions, is that the server really has nothing to do with an attachment created in Outlook. Outlook creates a "message" that includes the attachment. It's all part of the message to the server. .

Unless you're doing "conversion channel" work, that could strip a MIME part, based on rules set by your admin

You're looking at too many pieces, now. You need to separate the parts, and see where it's broken.

Outlook is supposed to encode files into MIME parts. The server doesn't manipulate these, unless you've configured the conversion channel to do so.

If you're not seeing "attachments", you need to check that you've not set iMS up to remove such, and then check that the mailing software you're using to create attachments is working correctly. If both those are ok, then you need to look at the sw you're reading the mail with.

verify your domain quotas configuration by using Iplanet delegated admin or Netscape console 4.2 installed with your ims52.
