Error: Out of environment space

I'm using Forte for Java 4, Enterprise Edition in Win98.

When I start Server Registry -> Installed Servers -> J2EE Reference Implementation 1.3.1 -> RI Instance 1, there is a error message:Out of environment space.

I try to modify C:\config.sys file. Add line SHELL=C:\COMMAND.COM /E:4096 /P

Then, error message:Bad command

How can I solve this problem ? Thank you.
