I changed ip address of my directory server and now admin won't start for mail server

Directory Server 5.1

Messenging Server 5.2

Changed ip address and then changed back to original ip address and I cannot bring up mail console anymore I'm getting the error message

startup failure: could not bind to port 5000, IP address (Directory open error)

can anyone explain why its not working anymore when I have restored the ip address. Direcotry Server console is working fine but mail console is not.

I would still like to be able to change my ip address but first I want my machine up and running again,
