Why can't I submit policy changes

I am running iPS 3.0.

I have two domains, the default and another one.

I get an error when trying to submit policy changes through the admin console for a particular domain.

It says that there is something wrong with the page and it cannot be displayed. Policy changes are not submited.

I can still change the policy on the default domain.

This occurred after installing iPlanet Instant Collaboration 3

Any help would be appreciated
