How can i change arrangement of the channels of the frontpage in the iplanet portal server when

If you mean that you want to change the arrangement of the channels as administrator, go into the console, select the domain, then defaultRole, then Users, then anonymous, then Applications, then Desktop. Select a channel in the Available Channels list, then click on the Edit Channel button. Scroll down to the bottom of the frame and click on the Show Advanced Options button. The frame will refresh and the last two fields will be Column and Row. Change the values appropriately. If you want to change the width of the channel, you can do that by altering the Width field in the same frame. Click on the Submit button at the bottom to save your changes.

If you mean that you want to change the arrangement of the channels when using the portal as the anonymous user, be aware that you will be changing the anonymous desktop for all users. By default, the positions of channels in the anonymous desktop are fixed. You need to make them movable by (as administrator) going to the anonymous profile as above, then selecting the Policy link. For each channel that you want to be able to move as the anonymous user, check the Movable box in the Desktop table. Then click on the Submit button at the bottom to save your changes. Any anonymous user will then be able to move those channels which you have selected to be movable.
