What kind of connection are you using? Dial-up? What type of mailbox access? POP or IMAP? What version of Outlook? Does it behave differently over one network connection than another (eg, dial-up versus LAN versus VPN...)?

If you haven't already, try installing Outlook and Communicator on the same machine. Then send an email with a 1mb attachment to a user on Outlook and a user on Communicator (cc the same physical message to both).

Now, with both of these email clients on the same computer, does one download faster and the other downloads slowly (or not at all)?

Test sending an email with a 1mb attachment from Outlook and one from Communicator (again, both on the same machine). Do they both send successfully?

I haven't used Outlook in about five years, so I'm not terribly familiar with the client itself. I do know that because of the way it implements a number of things, it has had occasional problems (usually with attachments and downloading messages) in the past.
