Most definately. All iAS instances perform actual application processing and can participate in any of the iAS load balancing methodologies.
The difference between DSYNC Primary/DSYNC Backup/DSYNC Alternate/DSYNC Local only determines where the distributed sessions are stored. It does not affect the ability of any of the servers to handle requests.
