CLI system in Java

Dear, i want to develope a CLI system in Java i attatch a telephone cable with my modam in IN port and in Out port my telephone set will be attachted and whenever i a call come my software will told me its telephone number...... how can i access the modam ... ? and any other suggesstion about this ?
