Best IDE

What is the best program to develop java applets/applications in. I want to use javax.swing . Right now I have J++, but it doesn't recognize the package. I just started using java last week so I don't know if I can dl the proper files into J++ or not. Although I know most developers don't like J++, if I can use swing with it I would like to. Otherwise what program do you suggest?
