Plesae Help me to understand Personal Java

Hi i'm new in Personal Java.I dont understand for what Personal Java is good for.Is it for WinCe or Palm ?I didnt find PJ for Strong Arm only a Beta Version.Please help me to understand this !!
Personal Java is just a spec. It's not geared towards an OS, its Java!
There are some other vendors that make PersonalJava VM's for WinCe, of particular note Jeode, which makes one for Ipaq. Their runtime costs like $20.
