JCP license / copyright

Hi there,

answering a question I posted elsewhere, someone pointed me towards the "licensing / copyright method of the Java Community Process". Now I have been scanning the net for some time, but was unable to locate any document exactly describing how the JCP handles licensing / copyright. Can someone here give me a hint?
