If a user on the outside goes to my site and holds down cntrl-f5(refresh)

it kills my whole site. Sucks up CPU and if I open another browser it just hangs until the refresh catches up to itself. Then i get a page that says internal server error. Then if I hit go, it then goes to the correct page. Does anyone have any idea what the heck is wrong. Maybe my container is corrupted or something. Im using IE.
