Windows XP not to directly support Java

I just read a rather disturbing article that Windows XP will not implicitly support Java. To run applets from java-powered web-sites will require te average user to manually download the JRE. For a developer to do so is a non-issue, but for the average user to do so may pose a problem for the language (in general). My question is: what is Sun's reaction to this? Anyone have more information on this?
