You can't. The community edition is a freebie, and most IDE's which support EJB devlepment support require the purchase of an Enterprise license at a cost of 1000's.
However, if you join oracles technology network (OTN) (http://otn.oracle.com/software/content.html) and download JDeveloper, you will find that you have a full blown enterprise IDE. You are not allowed to sell software developed in JDeveloper unless you purchase a license.
From downloading the software, it has taken me 2 months to work out how to develop, deploy, and debug EJBs, so good luck.
